Boost and extend
Refine-boost stones, the cap of each line, and the x2.00 multiplier.
These are two different actions. Boosting a stat pushes each option line toward its cap. Extending multiplies the final line, up to x2.00, and that multiplier applies in PvE only.
Boosting a line
Buy Refine Boost Stones in the cash shop, Consumables, Gear crafting, page 2.
The refine NPC is Julie. The green-skinned sister in Kazeura can do it too. Pick the 4th line.
Put the item in, tick the lines you want to raise, and press F1. Each line costs 1 stone per attempt. An Epic item with all 5 lines ticked costs 5 stones per attempt.

If it is under the cap, keep rolling. A line shown in red can still rise until it hits the cap.
Extending the multiplier
Buy the scroll on the market or craft it at the farm, NPC Midas.
When you press F1 to extend, use a Stat Extension Insurance Scroll. Without the scroll, a failure wipes the current multiplier back to x1.00.
Each success adds 0.1. The cap is x2.00.
